as well as high-threshold services such as abstinence-oriented stationary
or ambulant therapies . Abstinence should always be a goal formulated

endorse substitution programs as we are convinced that, for a large
number of addicted people, this is a more secure path toward abstinence
than that provided by therapies which claim this as their only goal

refuse therapy exclusion as a punishment for a relapse. |

support comprehensive hepatitis- and HIV prevention which guarantees
access to clean needle for all users. |
