Background ( description of the situation and the field the activity takes place)
Aims/Goals
The main aim of the project is to create an international expert group with representatives of drug user groups as main protagonists and interested service providers. As the level of user involvement is very different in European countries, the exchange of knowledge and existing models of good practices is the starting point to identify common goals and strategies on European level, but also to identify countries or regions where weak experimental groups can be supported by the project. Additional, one concrete skill building training will be supported and accompanied. Similarities and differences between self organisation groups in the different areas (e.g. drug users, sex workers) will be identified and analysed. The role of parent organisations in the field of empowerment will be reviewed.
Objectives/activities
The expert group will work on:
a) how to start self organisation (groups),
b) the role of “umbrella” organisations in offering concrete support to the formation of groups,
c) the exchange and role of self organisation on transnational and European level,
d) the different activities/aims/scope of the groups (self-mutual help - interest group)

  • aims
  • resources availability
  • activated partnerships
  • evaluation programs

e) “quantity and quality” of collaboration between user groups and social workers
  • obstacles
  • how to learn from mistakes
  • how to organise user groups

f) the impact of such a group
  • on the members themselves
  • on the health and social service system
  • on the local community
  • on the political representatives and institutions
g) similarities and differences with other self organisation groups
(comparison of self organisation groups for migrants, sex workers, parent organisations…)
h) skill building and training of users and social workers to enable them in:
  • harm reduction practices with special regard to cocaine binge consumption (often associated with heavy drinking, gambling and sex addiction) on base of the Mainline guidelines
  • becoming trainers in their own country in regard to empowerment and self organisation in the different fields
Methods
  • to map the numerous and different self organisation groups in Europe
  • to exchange experiences and learn from each other
  • to promote the formation of other user groups in particular countries and on European level
  • to develop and disseminate best practises among service providers and self organisation groups
  • to bring the issue on the agenda of EU policy makers
    to conduct a skill building training
