(description of the situation and the field the activity takes
place) |
Online
venues are becoming one of the preferred locations for hard
to reach target groups. Therefore, an increasing number of service
providers would like to approach their target group directly
through the internet. However, many services seem to lack financial
resources as well as the knowledge, which will enable them to
contact their target group appropriate. A few small agencies
have already started Internet outreach among sex workers, among
gay men and among young people in specific risk situations.
Some initiatives seem to have good results, but online initiatives
are not always harmless. If service providers are online in
an annoying way, it will harm the whole professional group.
We need to do research on the effectiveness and desirability
of our strategies.
We also need evidence based intervention strategies to convince
our executives and our government to go online and to increase
access for the groups that are overlooked by our traditional
outreach programs. |

| Produce
a multilingual training CD-ROM with training, instructions and
open source software for service providers, who are planning
to start Internet outreach among hard to reach vulnerable groups,
using the Internet. |

- Create
an Internet expert group with service providers work or
intent to work on the internet

Develop new initiatives on the Internet. Online grassroots
organisations will be more than welcome in the Internet
working group

Collect and map information and data regarding Internet
based outreach activities.

Collect new open source software for Internet outreach (
e.g. phone chat, video mail, video log, video album, MMS,
MSN helpdesk)

Develop and implement different online intervention models.

Increase access and effectiveness of harm reduction services
for vulnerable groups, using the Internet (e.g. male sex
workers, female sex workers, young people at risk)

Decrease risk behaviour among vulnerable groups using the
Internet

Measure and evaluate effectiveness of internet based outreach.

Support and skill building for service providers, which
intent to start internet based outreach activities by using
the training & software on the CD-ROM.

| Methods |
Harm
reduction among vulnerable groups using the Internet by setting
up/using internet based outreach models. The internet outreach
will be implemented in three different countries. The three
responsible organisations should have at least some preferably
have at least some experience with Internet outreach in combination
with outreach on the street.
The Internet working group will be responsible for finding a
theoretical background, finding open source software, implementing
and developing Internet outreach in the three model organisations
(using different open source software e.g. phone chat/ video
communication/ MSN helpdesk), doing research on the effectiveness
of Internet outreach, describe evidence based intervention strategies,
set up a training for Internet outreach and finally produce
a CD-ROM with final results. |
