The European Monitoring Center for Drugs and Drug Addiction (EMCDDA) launched its Annual report 2008: the state of the drugs problem in Europe on 6 November in Brussels. Published every autumn, the report contains data supported by an extensive range of figures. The report itself and all supporting information are available in all EU languages at the EMCDDA

Member States of the European Union currently review the EU strategy on drugs 2005 - 2012 and recommend the Council of Europe regarding the upcoming action plans on drugs. Correlation is member of the International Drug Policy Forum (IDPC) which drafted an advocacy note on that issue.

The European Commission just recently informed CORRELATION that the application for funding in the Second Programme of Community Action in the field of Health (2008 – 2013) was evaluated positive, including a recommendation for co-funding. In case the negotiations with the Executive Agency for Health and Consumers (EAHC) proceed successfully, the project will continue in 2009 for 3 years. With more than 60 collaborating and 16 associated partners, Correlation II aims to tackle health inequalities and to improve prevention and care of blood borne infection diseases among risk populations. The Correlation network – through the host Foundation Regenboog AMOC – is member of the EXASS Network, a European network of partnerships between stakeholders at frontline level responding to drug problems providing experience and assistance for inter-sectoral cooperation, established and organised by the Pompidou Group.

A recent meeting of the network took place in Frankfurt a.M. in Germany between 26 – 28 May 2008. The city of Frankfurt has an outstanding reputation to tackle the drug phenomenon, in particular open drug scenes, with a multi-disciplinary and comprehensive approach

‘Towards a Global Approach’

The motto of the 19th international harm reduction conference was ‘towards a global approach’. The event took place in the venues of the ‘Fira Barcelona’ and was attended by more than 1000 participants from all over the world. Beside European , US, Canadian and Australian delegates, a lot of participants came from Asia, Arabic African countries and Latin America.

The new founded International Youth Network for Harm Reduction is seeking for partner.

The network plans to form an International Working Group (IWG) that will actively shape the development of the network over the next year and beyond. The IWG will be responsible for networking, developing web and communication tools, training and resources and developing advocacy campaigns. The IWG members will also have the opportunity to travel to Barcelona in May 2008 to participate the 19th International Harm Reduction Conference and youth network activities.

The CORRELATION Network Conference in Sofia
has taken place from 27 to 29 September 2007. About 200 participants from 36 countries joined the event, which was hosted by the Bulgarian National Committee on Prevention of AIDS and STDs at the Council of Ministers. Researchers, policy makers, representatives from sex work, drug use, Roma and migrant communities had the opportunity to follow more than 60 workshops and presentations, interactive discussions, a film programme and satellite meetings of the SWAN and the INPUD networks.

The European Commission, DG JFS, will set up a Civil Society Forum on Drugs at the end of 2007. Its aim will be to increase informal consultation and the input of civil society on drug-related activities, policy proposals, policy implementation and priorities of the EU Drugs Strategy and the EU Action Plan on Drugs. Organizations interested in joining the future forum are requested to apply before 17 August 2007.

Proposal
22.05.2007 Correlation provided an application for funding in the Health Program of the European Commission
. Based on the structure and the experiences of Correlation I, the project aims to develop and implement new approaches in the field of marginalisation and health and to provide a platform for knowledge exchange and data collection. More than 70 associated and collaborating partner joined the proposal. A decision of approval or refusal is expected in autumn 2007.

New addictions resource for professionals and researchers across Europe launched online
Today sees the launch of a new European information service on alcohol, drugs and addictions. Elisad is the European association of Libraries and Information Services on Alcohol and other Drugs. The Elisad Gateway project aims to develop a comprehensive information service, providing access to web-based resources on alcohol, drugs and addictions within a searchable catalogue.The Elisad Gateway, supported by the European Commission, provides users with a searchable catalogue of web-based information resources on these subjects

This briefing paper gives an overview of the development of drug policies within the European Union, and the institutions and structures that exist to implement and evaluate these policies. Taking the EMCDDA Report 2006, and the European Commission 2006 Progress Review as their starting point, the IDPC analyses the strengths and weaknesses of current arrangements, and makes some recommendations for future action'.

NEW DATE !!!
The date of the CORRELATION outreach seminar has moved: It’s now scheduled at the
1st of March until the 3rd of March 2007
in Helsinki/Tallinn.
Aim of the seminar is to present and to discuss outreach methodologies in the face of policy changes, new outreach methodologies and peer involvement. The seminar partly takes place in Helsinik, Finlandi and in Tallinn, Estonia.

Almost 100 Hungarian harm reduction service providers and researchers gathered at the the European Youth Centre Budapest (30-31 October, 2006) for the two days event.

Correlation issued a comment on the green paper of the European Commission regarding civil society involvement in drug policy:
The recently issued green paper of the European Commission summarizes the conditions and the framework for the Commission and civil society stakeholders,. Even if the expectations shouldn’t rise too high – European decision making will remain complex and bureaucratic, civil society speaks with many voices and has different interests - this might be a ‘window of opportunity’ to improve the situation and to install a rational dialogue on that issue.

BECKLEY REPORT 10 - TREATMENT FOR DEPENDENT DRUG USE.
This report aims to give policymakers an accessible summary of the current evidence available on the effectiveness of treatment, and suggestions on how treatment services can be expanded and integrated into a co-ordinated system. The authors explain why treatment for dependent drug use is a good investment in any country with significant numbers of dependent drug users, in that it has been shown to achieve significant reductions in the health and social harms that are associated with drug problems. The major treatment modalities are described, and a summary given of the global research evidence into their effectiveness. The current major debates in the treatment field are also briefly summarised.
INTERNATIONAL DRUG POLICY CONSORTIUM BRIEFING PAPER 2 - THE 2006 WORLD DRUG REPORT.
This briefing paper, the second in a series from the IDPC, looks at the issues raised by the publication in June of the latest World Drug Report by the United Nations Office on Drugs and Crime. The briefing paper analyses the developing data collection methodologies used by the UNODC and, while recognising their limitations, summarises the findings of the 2006 report on trends in the demand and supply of the main types of internationally prohibited drugs. The briefing paper confirms that the data assembled gives the most comprehensive picture yet available on the global drug market, but expresses concern that the UNODC policy statements in the report, and associated with its launch, do not always seem to be based directly on the evidence available.

CORRELATION attended the INTERNATIONAL CONFERENCE ON THE REDUCTION OF DRUG RELATED HARM in Vancouver begin May
and presented it's activities.
 
More than 1200 participants from all over the world joint the conference which had a significant involvement of drug users. One side meeting was delegated to the forming of an international user network.

REPORT 7 – ‘THE INTERNATIONAL NARCOTICS CONTROL BOARD – GUARDIAN OR WATCHDOG OF THE UNITED NATIONS DRUG CONTROL CONVENTIONS?’
The International Narcotics Control Board is charged with monitoring the implementation of the three United Nations Conventions and of alerting member states and the international community to weaknesses in the system.

REPORT 8 – ‘CANNABIS AND MENTAL HEALTH – RESPONSES TO THE EMERGING EVIDENCE’
This report reviews the global situation regarding Cannabis cultivation and use, with particular reference to recent debates around the variable THC content of Cannabis products, and the link between use of the drug and mental health problems such as schizophrenia and psychosis.

Correlation conducts a study on access to health and social services
We have hopes that methods, the experience of the study (with modifications), which will be presented in the form of a toolkit, can be adopted and used by various marginalised target groups such as problem drug users, sex workers, alcohol users who are out of social and health services/treatment, or who have limited contact with these services. It is also hoped that the toolkit will be useful for policymakers (locally, nationally, internationally) and service providers as well. The results of which will be used as tools for both services users and service providers to approach policy makers
