Expert group: Methodology - Outreach, A-Klinikka
Background ( description of the situation and the field the activity takes place)
Outreach is one of the most important tools to approach hard-to-reach target groups. Various outreach methods have been developed in the past decades, all of them more or less addressed to specific target groups. Outreach methods, which are used for approaching drug users might differ a lot from those, used in the work with sex workers or youngsters. Although there is useful experience in the different areas, there is no exchange or dialogue between the different working fields.
Aims/Goals
The expert group on outreach methods tries to bridge this gap. Different methods from different working fields will be compared with each other, by evaluating the usability and the effectiveness in the different areas. An outreach manual will be developed with useful information on the distinctive methods (e.g. requirements for the service provider, effectiveness of outreach methods in different areas,..) and the possibilities of implementation.
Besides, a practical implementation will be supervised and evaluated. The Snowball operation in Finland, targeting Russian speaking drug users will function as model of good practice.
Objectives/activities
  • Map and collect data and information on different outreach methods and accompanying theoretical materials
  • Determine relevant indicators, which determine success or failure of the different outreach methods
  • Compare different outreach methods and the effectiveness and usability for special target groups
  • Develop a manual with useful information on outreach methods and the possibilities of implementation
  • Supervision and evaluation of the snowball operation in Finland, targeting Russian speaking drug users
Methods
  • Map and collect data and information
  • Develop and disseminate a questionnaire for service providers, which carry out different outreach methods in different areas (by using relevant indicators)
  • Supervision and evaluation of the snowball operation in Finland, targeting Russian speaking drug users
Results/outputs
  • Manual with useful information on outreach methods and the possibilities of implementation
including the description of a model of good practice
  • Organisation of an outreach seminar
